All shackled up and no place to go

There are consequences to reflexively declaring detainees to be the "worst of the worst" terrorists on the planet, whether they are or not. Someday, you might find it politically-expedient to cut some of them loose, only there won't be anyplace to send them.

Many Guantanamo detainees deemed less dangerous could be transferred to other states, hastening the controversial prison's shutdown, but no states are willing to accept them, a senior European monitor said on Thursday.

She said multilateral negotiations were needed to ease the placement of inmates from Guantanamo, where indefinite detentions and allegations of maltreatment -- denied by the U.S. military -- have tarnished the United States' image abroad.
