Rove offered a $5 bet to anyone in the room that Bush would not raise taxes during his final years in office. According to Norquist, two attendees took the bet. Norquist admits he's also skeptical about Rove's taxes claim. "I personally think it's going to happen," he tells NEWSWEEK.
New York Times, January 20, 2007:

President Bush intends to use his State of the Union address Tuesday to tackle the rising cost of health care with a one-two punch: tax breaks to help low-income people buy health insurance and tax increases for some workers whose health plans cost significantly more than the national average.
