Bush in Asia - Low Expectations, Pt II

The Wall Street Journal agrees with the "low expectations" theme of President Bush's trip to Asia. However, the Journal suggests that this is by design rather than by accident.

Call this the journey of low expectations.

As President Bush arrives here today to kick off a four-nation tour of Asia, he will find plenty of chances to discuss issues such as North Korea's nuclear ambitions, China's flouting of intellectual-property laws and Japan's embargo on U.S. beef. But after setbacks in Washington and on the heels of a trip to South America that included violent protests, Mr. Bush doesn't look to be in search of big headlines.
And, this:

After recent missteps, including the Harriet Miers nomination and the initial response to Hurricane Katrina, the White House is taking care to ensure the week-long Asia trip can't be depicted as another setback. Mr. Hadley repeatedly described Mr. Bush's scheduled meetings with leaders in the region as continuations of old conversations. With unusual bluntness, the national security adviser told reporters that the president "is not looking for any specific deliverables or outcomes" from the trip.
So, why go at all?
