They are tax-paying American citizens who have been forced out of their homes and away from their livelihoods by events beyond their control.
The New Orleans evacuees are Americans who have every right (yes, RIGHT) to every resource that their government sees fit to commit to the recovery from this disaster.
Even I have been guilty of this rhetorical laziness. It is time for everyone to lay the word "refugee" to rest in writing about this story.
